Larry spearheaded rapid implementation of SMA in Maryland, a state exemplary for the condition of its heavily trafficked roadways on which over 5 million tons of SMA have been placed since 1992.

Along the way, Larry has facilitated numerous demonstration projects, generated specifications and acceptance plans for SMA, and has developed training programs from agency and contractor personnel. Larry has also served in liaison capacity with material and equipment suppliers, and troubleshot production, placement, and compaction.

Playing a pivotal leadership role in national SMA implementation, Larry's expertise also stretched to Australia, where he provided assistance to highway agencies seeking to improve the quality of SMA.
