Larry has made many active efforts to implement Superpave nationally in the highway paving industry. He spearheaded Superpave implementation in Maryland -- beginning in 1992 with the construction of test sections, followed by use of Performance Graded Binders in 1994, the launching of the Superpave Mix Design System in 1995, and full implementation in 1999. Its success was largely due to effective technology transfer and extensive training workshops.
Larry also developed workshops in cooperation with FHWA for Management; Field Inspection Personnel; Engineers and Project Staff; Technicians; Superpave for Low Volume Roads; Use of Recycled Asphalt Products (RAP).
